Statewide civil legal aid
These offices take calls from anywhere in Utah. Most help by phone, so you do not need to travel to the address listed.
Utah Legal Services
Serves: All 29 Utah counties

- Eviction and housing, family law and custody, protective orders, public benefits, consumer debt, senior law.
- Who qualifies
- Household income generally at or below 125% of the federal poverty guidelines. Some cases, such as domestic violence, are handled without the usual income test. Civil (non-criminal) matters only.
Disability Law Center
Serves: All of Utah

- Disability rights: accommodations, special education, abuse and neglect, benefits, accessible housing.
- Who qualifies
- You must have a disability and the problem must relate to your disability rights. No income limit, but the center chooses cases within its yearly priorities.
Utah Crime Victims Legal Clinic

- Free lawyers for victims of crime: victim rights in criminal cases, privacy of records, protective and stalking injunctions.
- Who qualifies
- You must be a victim of a crime in Utah. No income limit.
Utah Dispute Resolution
Serves: All of Utah

- Low-cost mediation for landlord-tenant, family, neighbor, workplace, and small debt disputes.
- Who qualifies
- Open to everyone. Fees are on a sliding scale based on income, and are waived for people who cannot pay.
Utah State Bar - Licensed Lawyer referral
Serves: All of Utah

- Free public directory to find a licensed Utah attorney, including free-consultation and reduced-fee listings.
- Who qualifies
- Open to everyone. This is a referral tool only - there is no guarantee of eligibility or that any attorney will take your case.

These programs focus on a certain part of the state.
Legal Aid Society of Salt Lake

- Protective orders, custody and parent-time, divorce, and the courthouse self-help desk.
- Who qualifies
- Low income, and the case is usually in Salt Lake County. Protective order help is available regardless of income.
Timpanogos Legal Center
Serves: Utah, Wasatch, Juab, Tooele, and nearby counties

- Family law: divorce, custody, protective orders, and help filling out court forms.
- Who qualifies
- Low income. Free clinics are open to anyone who attends; full representation is limited and depends on the case and income.
People's Legal Aid
Serves: Salt Lake and surrounding counties

- Debt collection defense, garnishment, small claims, and consumer problems.
- Who qualifies
- Low income. Sliding-scale and free help depending on income and case type.
Salt Lake Legal Defender Association
Serves: Salt Lake County (criminal cases)

- Court-appointed defense in adult criminal, juvenile, and appellate cases.
- Who qualifies
- A judge must appoint them. Ask the judge for a public defender at your first court appearance.
Utah County Public Defender Association
Serves: Utah County (criminal cases)

- Court-appointed defense in adult criminal and juvenile cases.
- Who qualifies
- A judge must appoint them after finding you cannot afford a private attorney.
Free clinics and volunteer attorney programs
Short, free appointments with a volunteer attorney. Good when you need advice or help with forms rather than a lawyer for the whole case.
University of Utah Pro Bono Initiative
Serves: All of Utah (clinics held in Salt Lake City)

- Who qualifies
- Free and open to the public. No income check. Check the clinic calendar for days and locations.
Utah Courts Free Virtual Legal Clinic
Serves: All of Utah, by video or phone
- What they help with
- A short free appointment with a volunteer attorney to ask questions about your civil case.
- Who qualifies
- Open to anyone with a civil legal question in Utah. No income limit. Sign up online for a time slot.
Tuesday Night Bar
Serves: All of Utah
- What they help with
- Free 15-30 minute evening consultations with volunteer Utah attorneys.
- Who qualifies
- Open to the public, first come first served. No income limit.
Utah Legal Services Elder Law Program
Serves: All of Utah

- Free civil legal help for older Utahns: benefits, guardianship, elder abuse, consumer, and housing.
- Who qualifies
- Age 60 or older. No income limit for most senior services, though priority goes to those in greatest need.
Immigration legal help
Nonprofit offices recognized to give immigration legal help at low or no cost.
Catholic Community Services - Immigration Program
Serves: All of Utah

- Green cards, citizenship, family petitions, DACA, humanitarian cases such as U and T visas and VAWA.
- Who qualifies
- Open to immigrants living in Utah of any faith. Low, flat fees with reductions for people who cannot pay.
